Fare market value for vintage film footage

Dear IASA Members,

I am in the process of evaluating the cost of purchasing archival news reels to be used in perpetuity for museum exhibitions, PR and research. I have begun to collect data regarding different pricing structures internationally. The Visual Resource Association has provided and average price for still images licensed for educational use. The cost of reprint for publication varies according to distribution, location and size of reproduction. Has the IASA attempted to quantify fare market value for moving images either by minute or second with full projection rights?
