Belgium
The law only applies to publications published in Belgium, and to works of which at least one author is Belgian and has his domicile in Belgium.
Very important to notice that this legal deposit is dead law, of which even the existence is unknown to several key players.
In the copyright law of 1994 it's mentioned that "all publications except cinematographic" are to be submitted by the author to the Royal Library.
The cinematographic have to be submitted to the Royal Belgian Film Archive.
Legal experts (Rosenfeld, 2001; De Keyser, 2007) have acknowledged that the fact that cinematographic works are explicitly mentioned, means that the legislator when writing the law was well aware of all kinds of audiovisual publications such as music (on whatever carrier), TV and radio broadcasts. So the fact that they were not explicitly mentioned, in this case has to be interpreted as not constituing an exception on the full law.
However, the Royal Library and the Royal Belgian Film Archive are not willing and not able to maintain, nor to enforce this legislation.
Therefore the legal deposit for audiovisual publications in Belgium is de jure mandatory and de facto voluntary and hardly respected.
